I don't believe that processes are adopted just because they’ve been explained well enough. They are adopted when the people who carry them out every day have helped shape them themselves. As soon as "the process" becomes "our process," something changes: skepticism turns into participation, and participation turns into ownership. For me, organizational development doesn't start with perfect documentation, but with the question of who gets to have a say in writing it. As a consultant, I work to create the structures that make exactly that possible.
